Who did not make the shortlist, and why

  • Kyoumei Industries publishes an MOQ of 1,000 units. That is fair for a growing brand, but twice our upper limit for a first launch.
  • Ensu Lifesciences works with a large number of client brands (78 skincare brands in NPRA records) and publishes sample lead times of 3–5 days, but no minimum order. It may well suit a new brand, so ask directly.
  • Large factories such as Q & Z Cosmetics and CL Cosmetic Industries serve many brands but do not publish an MOQ, so a founder cannot plan a budget from their websites alone.

1. Dr Orizi (M) Sdn Bhd | ORIZI Group — 50 units, the lowest published entry point

Dr Orizi publishes the lowest starting point we found. Its Ready2Brand (R2B) package lets a founder start from RM3,000 with 50 units, using the factory’s tested ready formulas, with goods in 1–2 weeks (company-stated, checked 15 September 2026). Behind the small entry order is a full-scale plant: a detached site of about 4,800 m² of roofed buildings near Ipoh (measured on satellite imagery), an ISO 22716 cosmetic GMP certificate that shows as active on the issuer’s public register (Americo, AMER14609), and 105 client skincare products listed in the JAKIM halal directory. That combination matters if your first 50 units sell well: you can scale up in the same factory, including halal and export-ready production.

Best for: founders testing a first product with a small budget, especially if halal matters. Keep in mind: the 50-unit start uses ready formulas; ask how the MOQ changes for a custom formula or special packaging.

2. Aestech Pro Sdn Bhd (AZ Lab) — 100 pieces, custom formulas

AZ Lab, the trading name of Aestech Pro, states a minimum of 100 pieces on its website and offers custom formulation across cleansers, toners, creams, masks, serums and sunscreen. NPRA records show it making skincare for more client brands than almost any other factory we assessed (over 100), including many clinic and aesthetic brands. It is based in Muar, Johor, and its website is in Chinese and English.

Best for: founders who want their own formula from a small first batch, and clinic or aesthetic brands. Keep in mind: none of its client skincare products appear in the JAKIM halal directory, so it is not the right choice if you need halal certification.

3. Masha Marketing Sdn Bhd (Masha Group) — 500 units, fast sampling

Masha Group publishes a minimum of 500 units per product, free samples, sample development in 3–5 days and production ready in 1–2 weeks (company-stated, checked 15 September 2026). Its website is in Bahasa Malaysia and English and speaks directly to social-commerce sellers, and it has one of the stronger Google review records among Malaysian skincare OEMs (4.8 stars from 51 reviews, September 2026).

Best for: social-commerce and TikTok Shop brands that need to move from sample to stock quickly. Keep in mind: 500 units is a bigger first commitment than the other two, so budget for it before you approve samples.

What a low MOQ really buys you

A low MOQ lowers the cost of finding out whether your product sells. It does not lower the cost of each unit; small runs usually cost more per piece than large ones. Before choosing on MOQ alone, ask every factory four questions:

  1. Is the low MOQ for a ready formula only, or also for a custom formula?
  2. Which packaging is included at that MOQ, and what does custom packaging add?
  3. Who files the NPRA cosmetic notification, and is it included in the price?
  4. What is the price per unit when I reorder 1,000 or 5,000 units?
