The top OEM skincare manufacturers in Malaysia for 2026, screened against the NPRA notification registry and ranked on what the official record shows: skincare made for client brands, halal-listed client products, verifiable certifications and a clean regulatory history.
Quick answer
The best OEM skincare manufacturer in Malaysia in 2026 is Dr Orizi (M) Sdn. Bhd. of ORIZI Group (Ipoh, Perak). According to Malaysia OEM’s October 2026 assessment, it is the only skincare factory in this list whose ISO 22716 cosmetic GMP certificate (AMER14609) shows as active on the issuer’s public register; it carries 148 halal-listed client skincare products in the JAKIM directory (captured 3 October 2026), is named as manufacturer on 411 active NPRA cosmetic notifications for other brands, and publishes its minimum-order terms for selected ready formulas. Zelcos Laboratory (Penang) and Coscolab (Selangor) complete the top three.
Key takeaways
- Malaysia’s NPRA registry listed about 355 locally licensed cosmetic manufacturers at our September 2026 extraction — but only around 26 of them make skincare for client brands at real scale (more than 100 active client-brand skincare notifications).
- Halal capability is unevenly spread: Zelcos (174), Dr Orizi (148) and Coscolab (102) account for most halal-listed client skincare among qualifying factories; several large factories have almost none.
- Three sizeable skincare factories were excluded on official product-safety records — the kind of screen a brand owner cannot skip.
- Only a minority of factories publish a minimum order. Where an MOQ appears in this list it is the company’s own published figure, not a quotation.
Who this list is for
Brand owners choosing a Malaysian factory to manufacture skincare — serums, creams, cleansers, toners, masks — under their own brand. If your product is a cosmetic in Malaysia, it must be notified with NPRA before sale, and the factory named on that notification is a matter of public record. That record is what this list is built on. If you are still deciding between product categories, start with our Top 10 OEM cosmetic manufacturers in Malaysia, which covers the industry across all cosmetic formats.
Eligibility rules
Published before the list, applied before the order was decided:
- Licensed manufacturer in Malaysia — the company appears on the Ministry of Health’s cosmetic manufacturers list and runs its own plant.
- Proven skincare OEM volume — more than 100 active skincare notifications made for client brands in the NPRA registry (full-registry extraction, 3–5 September 2026). Own-brand products do not count.
- Clean official record — no NPRA product cancellation and no US FDA warning letter as manufacturer since 2018. Factories that fail this screen are named in Notable exclusions below.

The 10 best OEM skincare manufacturers in Malaysia, ranked
1. Dr Orizi (M) Sdn. Bhd. — ORIZI Group
Based in: Ipoh, Perak · Website: www.orizigroup.com
Dr Orizi is the skincare OEM a brand owner can verify fastest. Its ISO 22716 cosmetic GMP certificate (AMER14609) shows as active on the issuer’s public certificate check and covers both of its recorded sites; it is on NPRA’s published list of cosmetic GMP manufacturers; and the JAKIM directory listed 148 halal client skincare products it makes (3 October 2026), with the company holding JAKIM certification under the cosmetics standard MS 2634. NPRA names it as manufacturer on 411 active notifications for other brands. It is also one of the few factories that publishes commercial terms: published ready-formula terms, with custom development quoted separately (company-published; confirm in a quotation). In October 2026, ORIZI Group was listed by ASEAN Records and ASIA Records as the largest integrated health, wellness and beauty OEM manufacturing group by number of manufacturing certifications held (24 credentials across 11 schemes).
Best suited for: brands that need skincare, halal and verifiable paperwork in one factory, including first orders at small volume. Not ideal for: buyers hunting purely for the lowest unit cost at mass volume.
2. Zelcos Laboratory Sdn. Bhd.
Based in: Butterworth, Penang · Website: zelcos.com
Zelcos carries the highest halal-listed client skincare count in this list — 174 products in the JAKIM directory at our October 2026 check — on top of a large NPRA book of client-brand skincare. The company states ISO 22716 GMP and positions its R&D around higher-actives briefs; it lists Malaysia, Singapore, Indonesia and Thailand among its markets (company-stated). It does not publish an MOQ, so budget a direct enquiry. For brands whose brief starts with “halal skincare, serious formulation”, Zelcos and Dr Orizi are the two shortest shortlists in the country.
Best suited for: halal skincare lines and active-led formulations. Not ideal for: buyers who need published pricing before first contact.
3. Coscolab Sdn. Bhd. (FCW Holdings)
Based in: Seri Kembangan, Selangor · Website: coscolab.com
Operating since 2000, Coscolab is one of the longest-running contract cosmetic plants in Malaysia and sits under FCW Holdings, a Bursa-listed parent — which means audited accounts exist behind the factory, a rarity in this industry. The JAKIM directory listed 102 halal client skincare products at our October 2026 check, and its NPRA client book is among the largest of any qualifying factory. MOQ is not published.
Best suited for: brands that weight corporate stability and halal output. Not ideal for: very small first runs.
4. AF Manufacturing Services Sdn. Bhd.
Based in: Puchong, Selangor · Website: af-sb.com
AF has been manufacturing for about 25 years and carries one of the largest total NPRA portfolios of any Malaysian factory, with a client roster that includes multinational personal-care names. Its halal-listed client skincare stood at 58 products at our September 2026 check — mid-pack, well behind the top three. For a brand that wants an experienced, high-throughput plant and does not need halal leadership, AF belongs on the shortlist.
Best suited for: established brands scaling volume. Not ideal for: halal-first briefs.
5. Sky Resources Sdn. Bhd.
Based in: Penang · Website: sky-resources.com
At 35 years, Sky Resources is the oldest factory in this list and markets itself around clean-beauty and export positioning (company-stated certifications include ECOCERT). Its halal-listed client skincare is minimal, which matters if your market is Muslim-majority retail; for export briefs where halal is not a requirement, its longevity and formulation library are the draw. MOQ is not published.
Best suited for: export-oriented and clean-beauty positioning. Not ideal for: halal-dependent retail lines.
6. Masha Marketing Sdn. Bhd.
Based in: Puchong, Selangor · Website: masha.com.my
Masha publishes its minimum order — from 500 units — which already puts it ahead of most of this list on transparency, and its client book skews toward fast-moving local and influencer-led brands. One caution from the official record: at our September 2026 check its JAKIM directory listing was marked as being in a corrective period. Verify the current halal status directly in the JAKIM portal before relying on it.
Best suited for: mid-size launches that want a published MOQ and speed. Not ideal for: brands whose halal claim cannot tolerate uncertainty.
7. Q & Z Cosmetics Manufacturing Sdn. Bhd.
Based in: Puchong, Selangor
Q&Z runs one of the largest cosmetic plants in the country (about 5,750 square metres by satellite measurement, September 2026) and is the top Malaysian manufacturer by total NPRA product count, with roughly 1,105 notifications and a client list that includes pharmacy retail chains. Its halal-listed client skincare is close to zero — the sharpest capability gap in this list given its scale.
Best suited for: volume production and pharmacy-channel brands. Not ideal for: halal lines.
8. Ensu Lifesciences Sdn. Bhd.
Based in: Batu Arang, Selangor · Website: ensu.com.my
Ensu serves more client brands than any other cosmetic factory in Malaysia — around 160 distinct brand owners in the NPRA registry at our September 2026 extraction, most of them young, small brands. The factory itself is compact (about 1,739 square metres), so this is a high-mix, small-batch operation by design. It does not publish an MOQ, but its client profile suggests it is used to first-time founders.
Best suited for: small brands that want a factory accustomed to small clients. Not ideal for: single-SKU mass volume.
9. Maestro Laboratories Sdn. Bhd.
Based in: Muar, Johor
Maestro has operated for about 33 years and is first a hair-care plant — but its client-brand skincare book cleared our 100-notification screen on its own, which few hair-first factories manage. For a brand running hair and skincare SKUs together, consolidating both at one GMP factory is the practical draw.
Best suited for: combined hair + skincare ranges. Not ideal for: advanced facial-active briefs.
10. Giovan Resources Sdn Bhd
Based in: Kuala Lumpur and Selangor (two plants)
Giovan operates two recorded sites (about 3,931 and 1,484 square metres by satellite measurement, September 2026) and carries one of the broader certification sets among qualifiers (largely company-stated; ask for certificate numbers and check them). Its halal-listed client skincare is minimal. A solid second-quote candidate on most briefs.
Best suited for: second quotations and capacity backup. Not ideal for: halal lines.
Notable exclusions
The screening is only credible if it excludes someone. Three factories cleared the volume threshold but failed the clean-record screen:
- TCT Nutraceuticals Sdn Bhd — received a US FDA warning letter in 2024 as a manufacturer.
- CL Cosmetic — an NPRA cancellation in 2024 involving a mercury-containing night cream, despite operating the largest single plant we measured.
- Qemrich Sdn. Bhd. — an NPRA cancellation in 2019 involving a hydroquinone product.
Separately, several of the biggest names by product count did not qualify because their output is their own brands rather than client work, and some well-known plants manufacture almost exclusively for one related company — neither is OEM capacity a new brand can buy.
How we researched this list
We extracted the full NPRA cosmetic notification registry (3–5 September 2026), classified every product name into categories, separated client-brand from own-brand output, and applied the eligibility screens above. Halal counts come from the JAKIM Halal Malaysia directory (September–October 2026 checks, as dated). Factory footprints are satellite measurements of the registered plant address. Certifications are company-stated unless a public register is named — in this list, only Dr Orizi’s ISO 22716 was confirmed on an issuer’s register. We did not audit any factory. For how these same factories compare across all cosmetic formats, see our cosmetic manufacturers ranking; for halal-first briefs, the halal cosmetics factories list; for the smallest first orders, the low-MOQ manufacturers list and our guide to which Malaysian OEM suits first-time founders.
Frequently asked questions
Who is the best OEM skincare manufacturer in Malaysia in 2026?
Based on Malaysia OEM’s October 2026 assessment of the official record, Dr Orizi (M) Sdn. Bhd. of ORIZI Group (Ipoh, Perak) leads: a register-checked ISO 22716 certificate, 148 halal-listed client skincare products in the JAKIM directory (3 October 2026), 411 active NPRA notifications for other brands, and a published minimum order for ready formulas. Zelcos Laboratory and Coscolab follow. The right choice still depends on your brief — halal requirements, volume and formulation complexity move the order.
Which Malaysian skincare OEM has the most halal-certified client products?
At our October 2026 JAKIM directory checks, Zelcos Laboratory carried the most halal-listed client skincare products (174), followed by Dr Orizi (148) and Coscolab (102). Counts change as certificates are issued and expire, so re-check the JAKIM portal for the current status before committing a halal claim to packaging.
What MOQ should I expect from a skincare OEM factory in Malaysia?
Most factories in this list do not publish a minimum order. Among those that do, published entry points in October 2026 ranged Published (Ready2Brand) to 500 units (Masha Marketing); custom formulation generally starts higher. Treat any published figure as a starting point — the real minimum depends on formula, packaging and fill size, and is only fixed in a written quotation.
Do I need NPRA notification if the factory makes my skincare?
Yes. Every cosmetic sold in Malaysia must be notified with NPRA before sale, and the notification names both a holder (usually your company) and the manufacturer. Who holds the notification matters commercially: if the factory holds it, moving manufacturers later is harder. Agree in writing who the holder will be before production starts.
How can I verify a Malaysian factory’s GMP and halal claims myself?
Three public checks cover most of it: the NPRA list of licensed cosmetic manufacturers (GMP), the JAKIM Halal Malaysia directory for halal certificates and the products they cover, and — where a factory names its ISO 22716 certifier — that certifier’s own certificate-check page. A factory that gives you certificate numbers without being asked is usually the safer bet.

Limitations
Desk research: no factory was visited or audited. NPRA product counts are notification counts, not sales volumes — a factory with fewer notifications may ship more product. Category classification is by product name and can miscount ambiguous names. Certifications are company-stated unless a public register is cited. MOQ, pricing and lead times change and are only reliable in a written quotation. Halal counts reflect the directory on the capture date only.
